Marquis Who’s Who honors Chris Bowen, Esq., for expertise in technology law. Mr. Bowen’s current work focuses on emerging legal challenges in artificial intelligence (AI) and government procurement. As corporate counsel for the public sector at Google, he advises on complex technology transactions involving state, local, and federal entities. Additionally, he co-chairs the Information Technology Committee for the joint effort of the Partnership for Public Good and the American Bar Association (ABA) to revise the Model Procurement Code. The effort marks the first comprehensive update to the code in 25 years.  

Public Sector Concerns Around AI and Data

Mr. Bowen’s committee work comes at a time when governments are reassessing how technology contracts should address AI, data ownership, and cloud infrastructure.

“The industry trend right now is grappling with the IP ownership questions that come with the new AI technologies,” he says. “This includes who owns the models, who owns the weights for the models, and who owns the trained models.”

The concern about data ownership and control is growing as well. Public sector customers want clarity on whether cloud systems can be deployed in new ways, including those that mirror private data centers, while still receiving updates from providers. Because of these issues, procurement standards must evolve to reflect operational realities and public trust expectations.

Leadership in Emerging Areas of Law

Since joining Google in 2022, Mr. Bowen has crafted broad legal strategies for commercial transactions and negotiated contracts for all stages in the sales process. This includes agreements with partners, suppliers, resellers, and government customers, covering state, local, higher education, and the Federal Government. He also advises internal teams on contract terms and compliance considerations, as well as broader issues present within procurement frameworks. 

As a leader in emerging areas of the law, Mr. Bowen remarks, “I negotiate the terms for the cutting-edge technologies with governments and academic institutions throughout the United States and international institutions.”

As a result of his contributions, he received the Google Public Sector Legal Strike Team Award for closing high-stakes, time-sensitive deals.

Mr. Bowen describes his professional focus as proactive rather than reactive. He has emphasized the importance of setting clear expectations at the outset to avoid disputes before they arise. His approach allows clients and partners to move forward with greater confidence in complex technology agreements.

Legal Experience Across Public and Private Sectors

Mr. Bowen brings more than two decades of legal experience spanning the public and private sectors. Before Google, he negotiated hardware and software contracts with Federal customers for IBM and later Spire Global Inc., a start-up specializing in satellites. Earlier in his career, he clerked for Judge Diane Sykes on the U.S. Court of Appeals for the Seventh Circuit and worked at the U.S. Department of Justice. There, he argued before numerous U.S. Courts of Appeal. 

Mr. Bowen is a member of the New York State Bar, the Virginia State Bar, and the District of Columbia Bar. Additionally, he remains active in professional organizations, including service on the executive committee of the Federalist Society. In 2005, he earned his Juris Doctor from George Washington University Law School. Before that, he graduated from Dartmouth College with a bachelor’s degree in economics. 

Influence on Technology Contracting Practices

In addition to his legal work, Mr. Bowen is a member of his local Knights of Columbus Council and provides pro bono legal assistance in immigration matters. He has credited his family support as a key factor in his professional success. Moreover, he speaks about the value of preparation and active listening in the legal practice.

“My experience has enabled me to see where the customer’s concerns are, as well as making sure that the needs of the clients are met,” Mr. Bowen says. He hopes that his leadership will result in national procurement standards that redefine how public institutions approach technology contracting in the era of AI and cloud-based services.
